In line with new European and Croatian legislation, starting from
June 28, 2025, the
Act on Accessibility Requirements for Products and Services (NN 89/2025) will apply. Its goal is to ensure equal access to digital content for people with disabilities, the elderly, and other vulnerable groups of internet users.
For the public sector, schools, municipalities, and other institutions, obligations are already regulated by the
Act on the Accessibility of Websites and Mobile Applications of Public Sector Bodies (NN 17/2019).
Who is obliged?

Companies that are not micro-enterprises – mandatory from 2025.

Webshops – mandatory if not micro-enterprises.

Micro-enterprises (fewer than 10 employees and < €2 million revenue/assets) – not legally obliged, but adjustments are recommended for professionalism, SEO, and inclusivity.
